Problem installing visio 2000 on a PC with Office-XP

We are upgrading from Office-2K to Office-XP, it appears that visio 2000 works fine on the upgraded pcs.

BUT, when Office-XP is installed/upgraded and then we try to install visio 2000 the install hangs. The only way round at the moment is to re-install Office-2000, install visio 2000 and then upgrade to XP.

Why won't visio 2000 install properly on an Office-XP PC?
