Problem installing visio 2000

We are currently upgrading from Office-2K to Office-XP. Visio 2000 appears to work OK with Office_XP

BUT, when we build a PC and install Office-XP first and then try to install visio 2000 it hangs and we have had to re-build and install Office-2K, install visio 2000 and then upgrade to XP. Why is this?

Please help this could cause major problems as we are not planning to upgrade from visio 2000
