Problem opening Outlook 2003 using limited accounts

I installed Office 2003, installing over Office 97 and Outlook Express. The only issue is that Outlook does not open properly when a user account is limited / restricted and not an administrator. On opening Outlook tries to re-install. If cancel is clicked then the message 'Cannot start Outlook...mapi32.dll is corrupt. Tried a reinstall after removing but it was no different. This problem does not appear when the user account is an administrator. Is this a regsitry issue if so what needs to be changed?

This is normal behavior when launching any Office application for the first
time under a different user account. Let it complete and it shouldn't bother
you again.

This will happen for every new user of Outlook. You have to let the install
complete.
