Problem publishing a plan

We are on Project Server 2003 and have a plan that will not publish. The
plan shows that assignment changes have been made but when we go to publish
it just returns to the plan. We have tried all the options under
Collaborate/Publish.

I was able to get it to publish by changing the options in the
Tools/Options/Collaborate tab with the 'On every save...' options checked
then saving. I watched it go through the Viewdrop folder but none of the
assignments were updated.

Does anyone have any idea what could be wrong? This is the only plan
behaving this way.

What error is returned if any ?

There is no error returned. It just returns you to the plan.
