What version of publisher are you using?
What browsers are you using?
What is the URL of your site?

I'm having a similiar problem, although the nav bar is not showing up at all
in IE 8, even when I switch to compatibility view. It does show up when I
look at the site in Firefox and Safari. I built it using Pub 2007. The URL
is http://www.muddybuddydogwash.com
(I had originally done the fix to center the page, and it was perfect for a
long time, but I republished when I noticed the nav bar gone--now I've got to
do that part over again)

Look through this and try the UNGROUP option:

Create a web site with nav bars etc.
Saved web site as "My web site.pub"
With the pub page open
Ctrl a (selects all)
Arrange > Ungroup
This insures that all groups are ungrouped
This must be done on ALL pages individually
Re-Saved using Save As "My web site NBUG.pub"
I take the step to "Save As" so that when I shut down publisher and I get a
prompt to save my changes I do NOT overwrite the master file "My web
site.pub" accidentally.
Publish to the web
FTP to the server
Web site works using IE 8

If a change, update is required or a page is added
Open with "My web site.pub"
Make changes
Follow the above suggestions
BTW NBUG = "Nav Bars Un Grouped"

The short answer: Reference: Navigation bars and other content is missing
from Publisher HTML output in Internet
Explorer 8: http://support.microsoft.com/kb/969705

Also, be aware that the Office 2007 SP2 is due out before the end of the
month, and it sounds like it might provide a fix for this for Pub2007. Pub
2003 users may have to live with the 'ungrouping' fix. If you decide to wait
and apply the SP2, please post back and let us know if it fixes your
problem.

The long answer:

IE8 is designed to render webpages in a more 'standards code compliant' mode
than any previous version. In general, many websites built by many different
programs including Publisher do not produce 'standards compliant code' and
have 'compatibility' issues in IE8. If you care to read more about the
details of these general statements here are two
articles:

Reference: Release Notes for Internet Explorer 8: Compatibility issues with
websites:
http://msdn.microsoft.com/en-us/dd441788.aspx

Reference: MSDN IEBlog:Just The Facts: Recap of Compatibility View:
http://blogs.msdn.com/ie/archive/2009/02/16/just-the-facts-recap-of-compatibility-view.aspx

Unfortunately this is the price of progress, but luckily the only
compatibility issues with Publisher 2003 and 2007 and IE8 RTW reported thus
far are problems associated with 'grouping'. Any design elements that are
'grouped' together, which includes the Publisher wizard built navbars, do
not render when you view the web page in IE8. The fix in general is to
ungroup the elements. I have found no problems with Publisher 2000 webs that
are produced at the IE3+ settings. While I am hopeful that MSFT will soon
provide a patch that will fix these issues in at least Pub 2007, there are a
couple 'fixes' you can use in the meantime.

I would suggest that you open your original Publisher file and go to File >
Save As and save a copy of your Pub file under a different name. Now working
with the new copy of your Pub file go to Edit > Select All > Arrange >
Ungroup. This will ungroup the text boxes and images that compose the
Publisher built navbars along with any other design elements that might be
grouped together on the page. Now the navbar and the rest of the page should
render correctly when you do a web page preview. Repeat this with each page
in your publication. 'Publish to the Web' from this copy of your
publication, upload those files and they will render correctly in IE8. If
you want to make changes in your web in the future go back to your original
Pub file, make the changes, save, and again do a 'Save As' to make a copy,
etc.

The reason I suggest making a copy of your original Pub file and doing the
'ungrouping' on that copy is that when you ungroup the navbar, you will also
ungroup it from the Publisher navbar wizard. This means that if you want to
add a page in the future the navbar will not be automatically updated and
that change propagated throughout the site. You would have to rebuild the
navbar under those circumstances or manually edit the old one.

If you don't plan on adding any more pages to your site in the near future,
then making a copy and doing the ungrouping on that copy in order to
preserve the navbar wizard would not be necessary. Furthermore you could
also do the ungrouping on the original Pub file, produce your new web pages,
and then close the original Pub file without saving the changes. I just
think that perhaps making a copy is a bit safer, but that is up to you.

While this *fix* is a bit of a pain, hopefully it will be temporary. If you
find any other compatibility issues with your pages and IE8, I would
appreciate it if you would post that information in the web group and tell
us what specifically isn't working, and provide a link to the page where we
can find it. Thanks.

By the way, I also noticed that when you view your home page in FireFox the
main text has been converted to an image:
http://www.muddybuddydogwash.com/index_image295.gif This can happen when
you use a fill color along with the text in a text box. In general it is
best to avoid converting your text to an image so that the search engines
can index the text and text readers can read the text.

The fix is to copy the text into another text box that does not have any
color fill. Delete the text from the filled text box. Move the new text box
without color over the old > Arrange > Bring to front. Your page will look
the same, but now the text won't be converted to an image.

An easy way to spot where the text has been converted to an image is to look
at your web files on your local computer in thumbnail view. You should be
able to spot where the text has been converted throughout your site.

Thank you so much! I got the nav bar problem fixed using your instructions.
I also fixed the text/picture issue you mentioned. I have another websites
that I built in Publisher, so I checked it also. You've been VERY helpful!
If you're ever bored and want to check for other issues I might have missed,
feel free!

I replied once already, but my reply posted blank. So I'll try again.

Thank you both SO much! I followed the instructions you posted and I got
the nav bar problem fixed. Thanks for your observation about the
text/pictures also--I knew what you were talking about, I just brain dumped
when I was building it. So I fixed that also, (and got it centered again--I
really wish they'd make that easier)and checked another site I had built. If
you're ever bored sometime, you can check out my sites ANYTIME and point out
issues to make them better! Thanks again.

You are welcome and thanks for posting back. I appreciate the feedback.

If at all possible do install the Office 2007 SP2 when it becomes available
and post back and let us know if it fixes this 'grouping' issue with the
navbar for you. We will of course test it, but it is always helpful to get
feedback from lots of people, so that we can pass that information on to
others.
