Problem reinstalling Photo Editor

I am having trouble reinstalling Photo Editor on a new pc that came
pre-installed with Office 2003.

I have and Office XP Professional cd, but I cannot get past the initial
Setup Screen where it's ask for user name, initials and the Product Key.

The first error I get is: "Setup failed to locate a qualifying product on
your machine. Please select the drive where the qualifiying product can be
found."

My two choices are my c:\drive and d:\drive with d:\ being my cd rom drive.

After selecting either of these I get the following error:

"Error 1608 - Setup was unable to locate a qualifying product".

Any ideas or suggestions as to what might be going wrong?

actually install the qualifying product on your new computer...
you just have to insert the installation disk or CD for the
qualifying product into the drive when prompted by the first
error message.
