Problem saving project template

I am working with Project Server 2007 (+SP1 + UI + CU August) with the
following options for task settings "Restrict updates to Project Web Access"
set.
I tried to make a template from an existing project contains actual. When I
save the template, I choose to remove all information concerning baselines,
actual, res. rate, fixed cost, task publish status. Then I got an error
message tell me "The actual work in ... is out of sync with the actual work
updated from timesheets. Actual work can only be updated by team members
through Project Web Access. Changes you have made to users'actual work will
be lost during the save..."

It seems to be a bug. Does any one have the save problem and found a
solution (except changing the parameter "Restrict updates to Project Web
Access") ?
Is there a fix ?

The problem with cloning actual projects to make templates is that once the
project has been saved to Project Server, it's difficult or maybe impossible
to remove that signature from the file. I'd try saving it as an mpp file
selecting all the remove data options and then use the import wizard to
bring the file into Project Server. If you get the same error, I'd seriously
consider building a new project rather than reusing that file.
