Problem sending attachments - They arrive garbled

I have a problem when I send attachments (Word, PDF, JPG...). Sometimes they
arrive just fine, sometimes they are garbled and appear in the body of the
message, not as an attachment, and are completely impossible to decipher.
It's not a constant problem (i.e., same types of files sometimes are ok,
sometimes they are not; same people sometimes receive the files, sometimes
they don't). There doesn't seem to be a pattern. I'm using Outlook 2003 and
Windows XP.
Please help.

Change the format of your messages from Rich Text format to either
plain text or HTML.

Thanks Rich. Unfortunately, I had already tried that. I've tried everything.
Nothing seems to work. Any ideas?
