Problem viewing images and css

Hi

I installed Microsoft Project Server on a Stand-Alone server and the images
and css don't appear with the aspx.

If I open then directly in Internet Explorer, they appear after using the
"Show Picture" sub-menu action. But, if I refresh the page they all disappear
again.

Is this a permission problem?
