Problem when using Outlook web access exchange

When I try to create a new email or reply to one I have received, the message
area is blue and I can not type my message. A + sign appears in the top left
corner of the message area. What am I doing wrong? I am running Vista

The server administrator in charge of your employer's Exchange server is
derelict in his duties in that the server should have been patched for Vista
clients at least a year and a half ago. Show him these articles:
