Problem with an Access page

Question: I am using MS Office Access 2003 SP1
when I try to open an Access Page in a database accompanied with the book
"Programming Microsoft Office Access 2003", I get the message 'MS Office
Access cannot open this page because it was created using a newer version of
Access. Try opening the page using a newer version of MS Office Access'.
The book is about Access 2003, and I have Access 2003 installed. But why I
get this message?
While the Access help menu says that I have Access SP1, but I already have
SP 2 installed.
