Problem with ANIMATION

I downloaded a smiley (Clip Art) which has the usual sizing handles and
rotation handle. I have no problem applying and viewing the animation
effects.

I also have the same smiley with the handles joined together by rows and
columns of black dots. I forget what the frame/boundary is called. I can
input animation effects to this OBJECT, but when I run the show, nothing
happens.

Questions:
1. What is the black-dotted frame of the object called?
2. How might I have created this object from the Clip Art that I downloaded?
3. I have no problem applying and viewing animation effects with WordArt,
AutoShapes, Clip Art, Pictures and even Text Boxes in general. Can someone
explain to me what this anomaly may be and why I can apply but not view the
animation effects? What other objects can I not apply animation to?
4. When I click on the text inside a text box, I can see the handles joined
together by "forward slashes." When I position my cursor on the slashes and
click, the slashes turn into rows and columns of black dots same as those of
the anomaly. However, animation works with the text box but not the anomaly.
Why?
