Problem with Archiving Projects in Project Server 2003

We are on Project Server 2003 and are trying to archive all our 2007 plans.
We are following the procedure where the resources are changed to proposed,
the tasks are republished then the project is put into an 'Archive' category
where no one has access.

Our problem is that when we do this many or our project managers are
receiving updates from as far back as January last year. We cannot figure
out why or how this is happening. Any ideas?

This is the procedure I'm using. I just had another one. All the resources
are proposed and the plan is in the 'Archived' category but the project
manager just received an update from the resource. I actually looked at the
resources timesheet and the task is still showing up even though she was
changed to proposed and the tasks were republished.
