problem with connecting the server

when one of the project managers tries to connect the server he gets the
following announcement:

Cannot connect
Project was unable to establish connection with the selected project server
this could be couse by a loss of network comunication, invalid user name or
passwork,lack of an valid globale template or problem with the project server
or database, or your project server dont have a enterprise features available.

The problem is non of the above.

If the user connect from another work station with his windows account there
is no problem. When I tried to connect from his station with server account
there was the same problem.
The project manager has awindows XP with SP2 and MDAC 2.8

what could be the problem?

Firewall settings, discussion bar enabled in IE, other browser addons or
popup blockers, the list goes on and on.
