Problem with creating new task on Project Server

Hi all!
could you please give me any advice on why it should happen:
1. a user wants to create a new task on the project server but the option of
creating a new task as a lower-level one within the task, assigned to him, is
unavailable - he can create only a general-level task.
2. It seems that all prerequisites are completed - a resource has
permissions to create new tasks on the project server and he is assigned to
some task in the published project.

So what could be the reason for not being able to create subtasks for the
task he is assigned to? Any ideas?

Elena:

Only a Project Manager can create summary tasks. If you allowed a resource
to make a task a subtask of a task they are already assigned to, then that
would change the nature of the first task, which assumedly is not a summary
task. In most cases, new tasks created by resources will land at the bottom
of a project and the PM must sequence it properly. The exception is when
resources are assigned to summary tasks, which is generally bad practice in
a plan that is tracking, but OK if you're using the feature to build the
initial WBS. In this case, the PM should remove the summary task assignments
before putting the plan into action.
