Problem with Expression Builder

I am having a problem with the Expression Builder in Access 2007. If I right
click on a control, the builder is grayed out and is not available for use.
This happens and both forms and reports. The only place it works is in the
Query Designer Window.

I am using Office 2007 on Windows XP. Does the Expression Builder act
differently in the new version of Access?
