Problem with Forms looking for Template location

I currently have a number of Form templates located on a Server so that a
number of people can access them, open them, fill out the info, save, then
print.
Should I give each individual access to the Template itself, or should I
keep the original template in another location, and simply PUBLISH the forms
to the Server instead? (Will this avoid security issues and template location
troubles later on)
