Problem with handwriting input in language bar

I would like to input traditional chinese with the handwriting function of
the language bar.

I have installed the handwriting recognition tools from MS Word 2003
according to instructions on Microsoft.com, but after that I only find the
drawing pad available to be added to the language bar, and I could not see
the writing pad option.

Is there anything I can add the writing pad?
