Problem with hyperlink behavior in Word template form

Microsoft Word 2007, Windows 7: Template form
In a nutshell: Hyperlinks go to the correct page, but not the correct part
of the page
Setup
Bookmarks created throughout the document that go to page headings or
section headings
Hyperlinks added for navigation
Problem
Hyperlinks work perfectly while I have the template open. But after I add
document protection and reopen a copy of the document there is a problem.
Most hyperlinks work correctly. But 3 don't, probably because there is no
field form blank on those three pages. Instead of going to the page heading,
links go to the next page that has an available field form blank.
A fix that is not a solution
I added a field form blank to one of the pages, and voila, the link works
correctly. But I don't want or need a field form on that page. I could leave
a blank one, but then people who are tabbing from field to field will be
confused.
Looking for answers
There is a thread called "Hyperlinks within document go to wrong place,"
where someone found a solution in replacing manually inserted page breaks
with breaks added via Paragraph>Pagination>Page Break Before. This didn't
work for me, although I do still have a manually inserted section break on
the first page. If I take it out, the header shows on the first page, so it
needs to stay there.
Other attempts
I have completely removed and replaced the booksmarks and hyperlinks with no
luck. I have viewed the document field codes, turned on view bookmarks and
removed the hidden bookmarks.
Is it just a default that the hyperlink will go to the next blank field, or
is there a solution? Thanks in advance for any help.

You have posted into the Macintosh Word group. The Windows Word folks are

That said, Word on the Mac has the same functionality:

1) If you protect a document from Editing, you tell Word "Do not allow the
user to put their insertion point into the protected areas."

2) If a user clicks a Hyperlink, Word resolves and executes a "GoTo"
command to the nominated destination.

3) If Word gets to the destination and finds it protected, it will then
continue to the next editable area. The cursor can't stop in mid-air.

If you want to be able to click to that location, surround it with section
breaks and set the area "Unprotected".
