Problem with Issues and Risks on Project Server 2003

Recently, I installed Project server 2003 with SPS for document management.
Installation is performed on WIN 2003 member server (for testing purposes):
Everything went fine, and everything is working OK. I have just one problem,
when I try to create new Issue or Risk I can't attach it to task in project.
Message is following "There are no tasks available. Either the project has
not been published to Project server, or you do not have permissions to view
tasks in Project web access".

I have projects uploaded on server with enterprise resources attached to
tasks, and I have all necessary permissions. If I go to project view (Task
detail), I can link task with Issue using Link Issue option with no problem.
Since I have product presentation this week (for management) any help will
be appreciated.
