Problem with Office 2003 ADM File - Disable Items in User Interfac

I am having problems with the Office 2003 ADM files.

I get the same error with the Word, Access, and Excel ADM files. The same
error happens in them all.

Example: Create a new Group Policy on a Windows 2000 domain. Open the new
policy, go to User configuration, select Administrative Templates and select
Add. I add the Word11.adm and all is OK.

If I then go into the Microsoft Office Access 2003 Template, Select Disable
items in user interface, predefined, and then disable command bar buttons and
menu items. This is where I get the problem. If I enable the policy and then
select for example Insert -> Hyperlink and then click on Apply then OK the
policy instantly changes to disabled. This happens for all the changes (as in
what ever I select and however many I select it does the same) apart from
when I select Web -> Search the Web.

Once Web -> Search the Web is selected the policy will then enable.

This is the same for Word, Excel, and Access. Until Web -> Search the Web is
selected the policy reverts back to disabled when you apply it and go back to
the main screen.

Has anyone else seen this behaviour? What is odd is I tried it on our Office
2000 domain and got the same behaviour.

Does anyone know a solution?

I raised a call with Microsoft in the end and have a fix for the ADM files.
Apparently it is a "known fault".
