Problem with Office 2007 help

Problem: - The help feature, regardless of whether it is searching locally
or online for answers, does not work at all.

Note: - Definitely not a firewall problem. Definitely not a host file
entry problem. Definitely not a malware problem. Office diagnostic was ran
with all issues resolved (if there were any issues).

Symptom: - When any term is typed in the search box the following happens: -

--> The file download (as seen in IE7) box opens asking if I want to
download a 2.84KB file called 'transition.htm' from 'MS.WINWORD.12.1033'
(From Word help) with the options to Open, Save or Cancel.

There is a tick beside the statement 'Always ask me before opening this type
of file'.

If the file 'transition.htm is opened' the following text appears: -

'Loading help from Microsoft Office Online

Show me offline help from my computer.' <-- This is a html link...

Is there a solution to this problem?

Today... all of a sudden... the help function worked... must have been an
issue with Microsoft. because even a repair install did not fix anything.
