Problem with PowerToy and third-party Outlook COM add-in

I have a third-party add-in installed in Outlook (TimeMeter). One of the
things that it does at start-up is to install an additional menu item on the
Outlook menu bar.

I've also installed the Outlook to OneNote PowerToy.

Everything is ok, unitl I actually use the PowerToy (which works fine, BTW).
Once having done that, if I close Outlook and subsequently restart it, the
TimeMeter menu item no longer shows. Furthermore, the system appears to be
in a somewhat unstable state, in that I may get a pop-up of osme kind (can't
remember now what it said), but the entire desktop is "grayed" and
unreceptive to clicking or harsh, adult language. (This doesn't always
happen, however.)

My questions are these: I get the sense, from reading other posts, that the
combination of multiple COM add-ins may be problematic, and that extends to
the OL2ON PowerToy. Is that a correct inference? To whom do I look for
resolution of this problem? Third-party or MSoft?

And finally: are there any diagnostics (event viewer, logs, etc.) that I can
research that might help figure out what exactly is going on?

Since there are other known problems with the OL2ON power toy, I'd remove it
and see if the other add-in behaves better. As the author, Microsoft would
have to resolve the problem, but since it's an unsupported tool, I wouldn't
hold my breath.

Dang it, though, I *really* would like to run both add-ins. Sigh.
