Problem with Project Server and WSS

After I publish a project to Project Server 2003 from Microsoft Office
Project 2003, I can't create related wss site for issue, risk and document
collaboration. It gives me the following error.

006~ASP 00177~Server.CreateObject Failed~8000401a
Windows SharePoint Services remote administration failed to create the site.
***
What can be the reason for this? How can I fix this?

Try the same steps I recommended to "loadedprojectserver" in his post "Cannot
create a sharepoint sie"

1) You can test the connection to WSS by navigating to Admin / Manage
Windows SharePoint Services in PWA and simply clicking the Save Changes
button. Does this work fine or are there any messages when you do this?

2) Check COM+ components (Administrative Tools / Component Services,
navigate to Component Services / Computers / My computer / COM+ Applications
/ Microsoft Office Project Server WSS Admin Component
