Problem with setting permissions on a FP 2002 Subweb

Using JDR's fantastic tutorial, I was able to set up a subweb with no
problem. However, when I try to add users through the manage users section, I
receive an error message saying "The user 'MH2/<my username from the parent
web>' is not authorized to execute the 'Create Accounts' method."

I'm unclear what the problem is - Is this error saying that I've not done
authorized myself to add users or is it saying that my server is not allowing
me to do this? I've made sure that my account has all the permissions and I
was only trying to allow a user the ability to read and participate in a
discussion group.

My server support people won't be available until Monday and they've not
impressed me with their knowledge of FrontPage (they had no idea if I could
make a subweb and invited me to "try it and see" so I'm not optimistic that
they'll have much of an answer to this problem.

Any help would be greatly appreciated!

Your will need to contact your host
- many hosts do not allow users to set web/subweb permissions
