problem with spreadsheet!

Hi all,
I got a problem that ,a File named a.htm with charset='gb2312', but it has
been changed to charset="utf-8" after call "reportsheet.ActiveSheet.Export
b.htm 0"
how could i keep the charset as gb2312?
