Problem with STS (project subweb)

Dear All

I am working with a client where EPM 2002 is already installed but they are facing following problems

1. When publishing a project, project website is not getting created. When creating it manually, its giving error saying "Error occured when creating subweb, Subweb does not seem to exist.

2. When opening STS default page it is not allowing to open "Site Settings" saying you are not authorised to access this page

Under the current configuration "sa" has been used to connect to Project Server DB and STS DB, when trying to move it to STSAdmin it is giving "ogin failure

Please provide help on the above

You need to go to Admin-->Manage SharePoint Services-->choose modify
for the STS server-->then choose save changes withough making any
modifications. I suspect you will get an error with either 3 or 5
points. This is the root of the issue. The 3 pt error is usually Com+
accounts, the 5pt error is usually proxycfg. If you choose save
changes and don't get an error then the article refrenced by J Baird
may be your only option.

Thanks for your response. I shall try that option and revert back. I think someone has screwed up the STS installation as it is not allowing me to enter the "Site Settings" link even though the default page is opening.
