problem with text wrapping 2007

Hello!
I cannot figure this out as I never had this problem with earlier versions
of word. I have a brochure template. It will allow me to insert a picture
but when I right-click on it, it will not allow me to select layout under
format picture. I want the text to wrap around the pic. After some online
research, it seems that the text in the template is inside a text box and you
are not allowed to format pics inside a text box. I tried converting the
text box to a frame and while that does allow the layout choice, when you
click on tight or square, the picture drops behind the text.
HELP!!!
