problem with timescale tiers

Why will MS Project (2003) not let me change the number of tiers to what I
want. The preview sows the two tiers I have selected but when i click OK it
goes back to the single tier it was in the first place.

Ralph,
Did you set the Timescale option for two tiers in the Format/Timescale
window?
