problem with windows accounts and office 2000

When I launch an office program in the primary windows account - No Problem.
When I attempt to launch office programs in other windows accounts eg. the
Guest account - Office attempts to reinstall the program.
I've heard that this a windows installer problem.
I've tried various methods to resolve this, but to no avail

Well let's see the Guest account does not have full admin privledges and
therefore you would as admin have to grant them these rights or under Guest
account reinsert the office cd choose the customize option and then when the
grey little icons appear right click on the very top one which should say
Office xxxx and select run all from my computer and let it update click
finish and it should solve the problem.
