Problem With Z-Order of Reminder Dialogs

I have a problem with Outlook 2000 used on a Windows 2003 machine that is
driving me crazy. Reminder windows are popping up *behind* other windows
on the desktop. As a result I don't see them until much later, and I am
missing appointments.

Is there some way to control this behavior and force reminder dialogs to
come to the top of the Z-order?

Not really. It seems most often it's a display driver problem. About the
only thing that seems to work sometimes is if a new or different driver for
your video display is available and that one solves the problem.
