If I understand your question, the first step is to *not* press the return
key twice at the end of a paragraph. One way to help put it in perspective
is to think from a different direction... Pressing return doesn't denote the
end of a paragraph, it denotes the _beginning_ of new one.
As long as you don't have "empty" paragraphs separating those that do
contain text you can use Format>Paragraph - Space Before/Space After to
control the spacing between paragraphs without causing a change in line
spacing. It's preferable to do so by including the setting as a part of a
paragraph style rather than as direct formatting.
