problems connecting to project server through project pro

I have 2 users that are not able to connect to the project server through
project pro. All other users are having no problems.

Both of these users are in the Project Manager group on the server. They
are able to access PWA with no problems. However, when trying to setup their
account in Project Pro, I click Test Connection and get:
Unexpected Server Response
Project Server has returned and unexpected response
Click "View" to view the server response

I click View, it says they are not authorized to view this page. I have
tried logging on as those users to another machine and it connected with no
problems. I can also log on as another user on their machines and set it up
fine. I'm thinking it's IE settings, I just don't know which ones.
