Problems creating accounts in O98

Hi
We've started experiencing some problems with Outlook 98.
When I right click on the Outlook icon and select
properties, nothing happens. Normally, I would expect to
get the mailbox account properties window to appear so
that I can add personal folders, address books etc. The
same happens if I open Outlook and click on tools/services.

Has anyone seen this problem before, and knows how to fix
it? If so, please respond as it's driving me crazy!
