Problems creating Subwebs

I have a website with several subwebs. Recently i tried to add a new subweb,
it comes back that it was created successfully, but when i try to access the
subweb's Administration page, i get a message that i do not have access. I'm
logged on to the site (and server) as an administrator, but no matter how
many times i try, i get the following;

"You are not authorized to view this page
"You do not have permission to view this page using your current user account.
Please try the following:
If you have another user account with a higher level of permission, click
your browser's Back button to try again using that account.
If you believe you should be able to view this page, contact the Web site
administrator."

The site is running on a win2003 server with IIS6. Using frontpage 2003 for
authoring, and use frontpage server extensions to manage the site.
Would appreciate any help...

This is our company website, which we host ourselves. I've designed it,
mananaged it, but just recently this has become a problem.
Was thinking perhaps, it was a windows update, that may have caused this,
but don't know that for sure. All i know, is now i cannot add any new subs..

Ok, then try run a server health check on the root web and let FP correct the permissions, etc.
