Problems localizing form's display name and action name

I have encounter some problems when publishing forms when using some
non-English characters. For example, I have the following 2 machine
setup:

Machine A: Windows 2003 with system deault locale set to Traditional
Chinese ,Outlook 2003 installed (Traditional Chinese)

Machine B: Windows 2003 with system default locale set to English,
Outlook 2003 Traditional Chinese version installed

The steps:

I create a form with the following characteristics:

1. The display name of the form is in Traditional Chinese
2. The action names are in Traditional Chinese

And publish it to an user User_A under a folder using machine A

Everything works fine here, until I launch outlook 2003 on Machine B to
open User_A's mail box and open the form.

The following items are not displayed properly

1. The display name of the form
2. The Action names in the context menu ( the ones shown when you right
click on the msg )

However:
1. when inspecting using outlook spy, the names are displayed
correctly.
2. The response button on the form itself is displayed properly

Is this the limitation of Outlook? or is there any way to by pass the
problem?

For example:

1. Can I manually change the action display name using the form script?
2. Can I disable the entries of actions on the context menu but not the
button on the message itself?
