Problems opening a doc created in 2002 with 2003

I'm trying to complete a government from that was created in Word 2002 but
when I open it with my 2003 version, all data I input comes up in the
"tracking changes" format and won't allow me to check boxes. All text comes
up in red and underlined.

Is Track Changes toggled off? If so, would you describe the problem in a
little more detail please.
