PROBLEMS ORGANIZING CONTACTS

I am having a problem organizing my contact list. When
entering the contact name, I always enter it to display
the last name, followed by the first name. However when
viewing the contacts as "address cards" some show up
display as and sorted by first name, followed by last
name which really screws things up when trying to look
up "Joe Smith" in the S's when he is in the "J's"!

Any suggestions?

What is the default setting for the File As... field?
Were some of these Contacts imported?
