Problems publishing my local web site to my web server.....Help

I run a non-profit web page. Harryhughes.org. I have not had any problems
publishing my site for an entire year. I receive a message: "Can not find
web server at Harryhughes.org on Port 21. Please check to make sure web
server is valid and your proxy setting are set correctly. If you are sure
all is correct web server maybe temperality out of service."

I checked with my web server and all it good at that end. I do not know how
to check Port 21 or my proxy settings.

I don't know if it matters but, when I was able to upload my site I was
using dial up. Now, I am using road runner.

Any ideas??

Thanks to those who answered me. I have through many hours fixed my problem.
I had to take the firewall away. Then had to put it back. I made a few
other changes too. Again thanks.
