Problems Sending Mail

I am using Outlook 2003 with my employer's Exchange 2007 servers. As per
their instructions, Outlook is set up to connect to the Exchange server
via http. It is in cached mode. I'm seeing two main issues, and I
wonder if they are connected and of course if they can be fixed.

1. I get frequent (more frequently than once an hour) messages that
the connection to the Exchange server has been lost and then restored.
The restored message always follows very quickly on the lost message; in
fact, looking at the event viewer the restored message often seems to
come just one second after the lost message. But it goes through this
cycle many times a day. I thought it might be a problem with my
Internet connection and even tried a new router, to no avail.

2. Certain messages get stuck in my Outbox. I can delete them, but
not get them to send. These are invariably replies to messages I
received, and so far they have always been replies to my own
colleagues, i.e., always internal to my organization. With one
exception they have always been to one colleague in particular, in
fact, although we work closely together and I send more mail to her
than anyone else. Occasionally my replies to her do go through.
