Problems with accepting EULA and downloading ActiveX controls for

I have users who can not get past the End User License Agreement (EULA) for
Project web access in Project server 2003. I have the Domains in the trusted
sites and the custom level set to LOW. They have a lot of GPO's in place,
could that stop a user from downloading and installing the controls? Please
help identify what I need regarding the IE7 setting and what other issues to
check for regarding setting or restrictions to change.

Users must have local admin rights to install ActiveX (it happens after
accepting EULA) Instaling ActiveX has to be done only once.
