Problems with configuring CDO.DLL on Outlook 2003

I have a third party CRM system which is integrated with my Outlook via
Exchange and the cdo.dll. I usualle configure the cdo.dll by deploying an
outlook security form on the exchange server. My problem is to be able to
configure this cdo.dll locally on an Outlook client which is not connected to
Exchange. Is that possible at all?
