Problems with custom form non-english script text!!

Hello all.

I use Outlook 2003 SP1, Russian (or English)

If i typing non english letters in my custom form script, it shows
correctly.
But if i publish my form and opens again for design the non english letters
shows incorrectly.
Outlook 2000 Designer shows it correctly.

I didn't find any information on Microsoft web site about it.
How can i solve this problem? (I think that is not my problem only)

Is this a problem with the script not running your code correctly or Outlook not displaying text correctly?
