Problems with Filtered HTML, uploading questions

I have never used MS Pub to create a website & I'm having difficulties.
Perhaps there's a few things I don't understand. First, I have located and
setup a free webhost who doesn't allow this type of upload. No matter
though, because before I realized that I tried to connect using File>Publish
To The Web & in the dialog box where it asked for file name I typed in the
root URL like this: http://www and so on & hit "Save". I got an error that
said "Cannot Find The URL-----check your spelling". I did, several times and
it was correct. I tried using just about any URL but got the same message. If
my host had this service enabled, would I have gotten connected? It doesn't
seem like it would. I'm doing something wrong. Also, I don't think I fully
understand "filtered HTML". I'm going through all the links in my document
and changing the URL's to what I believe they're going to be (e.g. one.html,
two.html etc.) Was I supposed to leave the default links in place? Of course
I can change them back but I wish someone could explain to me how this system
is supposed to work. If you know of a tutorial site, please give me the URL.

When you upload a file to a server using Publisher I've noticed the same
server might use two different commands for two sites. The most common:

Go to FILE on the page you want to upload.
Opt for PUBLISH TO THE WEB.
In the SAVE IN box at top scroll to FTP LOCATIONS
Go to ADD/MODIFY FTP LOCATIONS

NAME OF FTP SITE would be 'your_site_name.com'

TIP! Keep in mind: Two of my sites require me to fill this in as
"ftp.my_site_name.com' with the created location showing
as 'ftp.ftp.my_site_name.com' The other site simply required
it as I showed you above and the location is 'ftp.my_site_name.com'

I mention this because I had a heck of a time loading one page. Grrrrr.

NAME and PASSWORD would be the ones assigned by your server/host.
Click ADD then OK. There you go! You should have your FTP Location.
