Problems with Outlook Express News Reader

Outlook 2003 uses Outlook Express as news reader. I put the News command on
the tool-bar and sarts. And it works just fine the first time. After a
re-start, however, the News button only opens this folder: C:\Program
Files\Common Files\SYSTEM\MSMAPI\1044 without opening the reader.
What's wrong?
If anybody knows what the News command wants in this folder, please tell me!
The executable I believe is in C:\Program Files\Outlook Express.
I also had problem that the button disappeared both from tool-bar and
Customise menu. Had to repair Outlook to get it back.

Anwered here many times.
To get the News command back, go back to the Programs tab in Control Panel |
Internet Options and change the default newsreader to Outlook Express. If
OE prompts you to make it your default newsreader the next time you launch
it, clear the "Always perform this check..." box and then click the No
button.
