Problems with Outlook Setup

I have 2 PC's connected thru Wired Ethernet and plugged into hub. The
connection to the Internet is shared thru ICS and connects thru 56k dial up
modem. There are 4 users setup on each PC with identical passwords etc. I
run Windows XP Professional and Office XP Professional on the host PC (PC1),
and Windows XP Home and Office 2000 SBE on the client PC (PC2).

When I first install ICS, everything works fine. I then load the Office
programs on both PCs and start to have trouble. Outlook XP always sets up
the connection when it is installed as connecting thru LAN on my host PC,
but it actually connects thru the modem. If I change the connection in
Outlook on all users to connect thru modem, then I have a one of the svc.
host files that never closes properly and prevents the user profile from
loading properly. If I leave the users setup on host as connecting thru LAN
then my profile loads properly and all seem fine (I use send and receive to
check for mail) except that when I download any files etc from Internet I
have to unblock the file because it says that the file was loaded from
another computer and therefore is blocked.

What is the correct way to setup Outlook with multiple users and 2 PC's that
share a dial up internet connection. What am I suppose to set the Outlook
connection to on the host PC so it will connect properly thru ICS?

It seems that as soon as I load Office on either PC, Outlook takes over the
connection and causes problems.
