problems with web version of outlook

I am not sure if this where I should post this question, but I could not
find any other more appropriate newsgroup.

I am taking a course from City University and they have assigned each
student a email address which uses their web based version of outlook.
Now it has a contacts list and I have put several entries into the
contacts list, but I am unable to access these address when I create a
new email message. I click on "TO:" and it pops up with a find names
search dialog instead of the contacts list so I have to search for the
name rather than just selecting the name to go to the "TO:" field. I
asked the support people, but they say the web version does not support
this ability. This seems kind of stupid to me; why have a contacts list
if you can't access it. So, I am wondering if this is really the case
or are they just saying this to keep me from asking any more questions.

And is there any third party program I can run to actually get this to
work for me.
