Probl'm posting Messages to newsgroups?

If i'm not subscribed to any ISP yet, will Newsgroup providers allow me to
post messages?

Because as i was trying to post message to few news group, the outgoing
message bounced and i got error message 0X800CCCA9,

But when i posted test message to this group (server
'msnews.microsoft.com') incredibly it got through!
Can i assume this was because most newsgroup will not allow none ISP
subscribers to post messages

all tips will be appreciated
