Procedure for creating numbered cross-references?

Seeking a good discussion of how to solve the issue of a
document that cross-references numbered lists steps in a
process. Suggestions/Reference to a good post, book, site
or macro would be much appreciated.

Working in MS Word 2000.

Probably the best way to describe it is with an example.
Example:

Let's say I have the following two lists of steps in a
process:

List A: Basic flow of events:
1) Do A.
2) Do B.
3) Do C.
4) End of basic flow.

List B: Alternate flow of events:
1) Do A.
2) If condition XXX is true go to STEP 3. of Basic Flow of
Events, else continue.
3)Do D.
4) End of Alternate Flow.

Now, if I insert an additional step between basic flow
steps 1 and 2 (becomes new number 2 and subsequent steps
in basic are all incremented), I want Step 2 of the
ALTERNATE flow to automatically read "If condition XXX is
true go to *STEP 4* of Basic..."

Any suggestions welcome
