Process for tasks

Just want to understand the process when a project manager assigns a task to
someone. How does the process work.
Do they recieve an e-mail that they have a task assigned to them via e-mail
and they view there task through a browser? Or outlook?
Does the user have the option to accept it or do they just enter how time is
completed? and then the project manager gets an e-mail saying the user
updated the task, then once the PM agrees and accepts the edit, only then is
it published to the server so other can see it?
Would like to understand if my concept of how is works is correct or if I am
way off base.

In Project Server 2002 or 2003, when a project manager assigns a resource to
a task, AND the project manager publishes the assignment, the resource will
be notified via an e-mail that they have a new task assignment in the
project. The resource must log into Project Web Access and apply the Tasks
page to actually see their asignment. The team member has the option to
reject the task. If the resource does not reject the task, then they must
enter their actual progress on the task in PWA.

When the team member updates the task progress to their project manager, the
project manager can accept or reject the update. If the update is accepted,
then the task progress is updated in the project plan and the latest
information on the task assignment is published back to PWA. Hope this
